There is a system (windows, asp.net application, linux, whatever. ), in this system many user groups exist in the system.
We have one user in two user groups A and B.
In user group A access to folder XY is allowed.
In user group B access to folder XY is denied.
How is the conflict like this resolved?
What are the recommendations/best practices to avoid this situation?

The Principal of Least Privilege states that the best practice is to ensure that the default state should be to deny access. The user rights system should be used to to add access rights to groups that need it. Under least privilege it should never be necessary to ever ban access.
Of course, while its very difficult to manage, sometimes being able to apply ban permissions as well is pragmatically useful. To be useful, the deny should be stronger than the allow.
The conflict is resolved by defining (and applying) rules.
Most of the time, I only define permissions. So, as soon as the user is in one of the groups where the access is allowed, the access is allowed.
But you could define a rule stating that a ban is stronger than a permission, so that once a ban is found, then the ban is applied, even if other groups allow the access. It all depends on your rules.
If you have a mix of granting and denying permissions, I would opt for having denial weigh more than a grant. In that case the conflict in your question would lead to the user being denied access.
However, if possible, I would go for a system where you either only grant permissions or deny permissions, but not both. I would imagine that starting off with a minim set of permissions by default and granting specific permissions to users and/or groups would be easiest to understand for many users.

Обновление 1.2
Выпущена новая версия плагина (1.2). Добавлена настройка прокси сервера, это для случаев когда хостинг находится за рубежом. Данная опция позволяет побороть ошибку » «error_code»:17,»error_msg»:»Validation required: please open redirect_ur»
В случае плагина есть два варианта:
1)Найти бесплатный прокси сервер в России или создать свой, например установив squid. При этом настроить можно даже на домашнем ПК с пробросом портов через роутер.
2) Купить платный у компаний предоставляющих подобные услуги, цены в целом адекватные, всё зависит от серьёзности вашего проекта. Для тестирования плагина был использован прокси от этой компании «proxy-seller.ru». Так же для теста был получен хостинг на серверах в Германии.
PS: Или в качестве альтернативы перейти на отечественный качественный хостинг

1) Исправлена ошибка с произвольным типом записей
2) По просьбе пользователей решена проблема с ошибкой «Validation required: please open redirect_url». Публиковать записи теперь можно и с серверов из-за рубежа без настроек прокси. (PS: если API VK не ужесточит требования)
3) Теперь настройки прокси сервера имеет смысл использовать если вы «Агент 007»
4) Сняты ограничения на 40 слов в выгружаемой записи.
Внимание ! Если в журнале вы заметите ошибку, а запись не добавилась на стену ВК — тогда установите лимит.
Что бы отменить лимит — укажите «0».

Последнее обновление поддерживает версию PHP сервера от 5.3.
Если у вас версия PHP ниже чем 5.3 и вы не можете её поднять до требуемого уровня, тогда используйте плагин версии 1.3.

Не подскажите в каком участке кода можно добавить, чтобы при отправке в вк к посту прикрепился хештег например.
Добрый день! Просто отправка «#ТраТата» не работает в теле текста?
Работает наверное, но это в тело текста нужно хештег прописывать, не хотел бы чтобы в статье хештеги были. Хеш тег у меня всегда один, узкотематический сайт, поэтому лучше в код впихнуть. Потестю с кодом, думаю не составит труда найти место куда заранее его прописать
Тогда попробуйте модифицировать файл «plugins/vk-poster-group/inc/vkp-function-class.php» метод «setVkWall», сделав конкатенацию нужного вам хэштэга в $argument[‘message’];

All right so you just watched my 14 part web cast series on group policy. You are all excited and starting to test the policies and with you being the administrator you are thinking of all the wonderful things you can limit on your user’s desktop. You are also very aware that as administrator you are above the policy settings, it is good to be the king. 
So you decide to make sure the polices do not apply to you, so you use the wonderful deny permissions and deny all from the administrator, so you do not get them applied to you.
Then you click ok and go about your daily rounds and then dec >“Adprep was unable to complete because the call back function (null) failed. [Status/Consequence]Error message: Windows cannot set new permissions for Group Policy Object Directory”
So then the question becomes what now and how do I fix it.
The fix actually quite straight forward, all you need to is give your self permissions to the AD properties for the Group Policy and the actual directory where the policies are stored. I borrowed the steps from KB884884.

| 5. | Click the Security tab, and then click the group in the Group or user names list for which you want to set the access permission. |
Note You may click Add to add a group or a user if the user or group is not in the Group or user names list.

This should fix the problem. The article also mentions a hot fix, that I have not tried yet, the workaround has always solved my problem.
